Implement FRC-102 in forest-wallet for consistency across Filecoin wallets

Summary

Migrate filecoin-project/lotus#13256 to Forest (forest-wallet).

The implementation in Go is done is done so it could be used as a reference.

Hi! Picking this up. Plan mirrors Lotus PR filecoin-project/lotus#13388:

Wrap the decoded message with FRC-0102 envelope \x19Filecoin Signed Message:\n<len> by default in forest-wallet sign and forest-wallet verify.
Add a --raw flag to both commands for opt-out (backwards-compatible escape hatch).
Unit tests covering empty / short / long message prefixing.
CHANGELOG.md entry noting the default-behaviour change.

Will open the PR with Closes #6442 shortly. Happy to be assigned if appropriate.
