feat(agents): move all 37 Codex agents to gpt-6.1-sol - #42

Owner decision 2026-09-30: every Codex agent TOML now uses model = "gpt-6.1-sol". Reasoning efforts are unchanged (36 medium, design-expert high). - scripts/lib/agent-toml.ts and both tests (agent-toml, agent-tier-matrix) aligned to the new model; no assertion loosened - security-agent-pilot baseline model line and sha256 re-recorded; the scorecard keeps the original run hash - docs state the gpt-6.1-sol policy with verified pricing ($2.00 input / $0.10 cached / $10.00 output per 1M tokens, <=272K input) and mark the all-gpt-6-sol history as superseded
