v2 removed the session modes API, but the switch_mode tool kind was still described as "Changing the session's operating mode". In v2, mode-like state lives in session config options with the mode category.

Rather than remove the kind (Agents still have tools that switch modes, such as leaving plan mode, and v1 Agents migrating to v2 would suddenly send an unknown kind), this redefines it: switch_mode means changing the session's mode, a config option with the mode category.

  • ToolKind::SwitchMode doc comment (schema description), linking to session config options.
  • tool-calls.mdx (main and draft) kind list.
  • Migration guide's "Session modes become config options" section notes that the kind stays with the new meaning.

No wire change.

…n v2

v2 removed the session modes API, but kept the switch_mode tool kind
described as changing the session's operating mode. Modes now live in
config options with the mode category, so the kind now means changing
that option. The value stays, so it remains wire-compatible.

Stacked on #1457 (SDK 2.1.0).

EnterPlanMode tool calls now use `kind: "switch_mode"`, like
ExitPlanMode (agentclientprotocol/agent-client-protocol#2543). The title
is unchanged.
