plan_updatereplaces the whole plan for itsplanId, but the fallback doc told receivers that don't understand a type to "ignore it", which could leave a stale item list on screen.typestill treats the update as replacing that plan.plan_removed; Agents can first send anitemsupdate withentries: [].v2 only.
