fix(gui): prioritize exhausted credits over normal recurring windows in quota headline - #8179
When a provider (such as Command Code) has low usage on its recurring window (e.g. 7% on weeklyLimit) but its credits are fully exhausted (percent: 100, severity: "critical"), the quota summary bar currently displays 7% (normal) in the headline chip. Operators believe they have available quota, yet all requests to pay-per-use models fail with HTTP 429 / Insufficient credits.
This change updates pickHeadline in gui/src/quota-summary.ts:
When quotaSummary.credits has severity === "critical", it takes precedence as the headline window over recurring windows (weekly, monthly, 5h), unless the regular window itself is also critical.
If credits are non-critical, normal, or absent, the canonical HEADLINE_ORDER (weeklyLimit -> monthlyLimit -> fiveHourLimit) remains in effect without disruption.
Verification
Added unit tests in gui/tests/quota-summary.test.ts covering:
Account with critical credits (100%) and low weekly limit (7%): selects quotaSummary.credits with critical severity.
Account with both critical weekly (95%) and critical credits (100%): retains recurring quota.weeklyLimit as headline.
Account with normal credits (50%) and low weekly (7%): retains recurring quota.weeklyLimit as headline.
bun test ./gui/tests/quota-summary.test.ts: 5 pass, 0 fail.
bun test ./tests/ci-workflows/file-size-ratchet.test.ts: 9 pass, 0 fail (no ratchet growth).
bun run typecheck: clean (✓ No type errors in 2,316 files).

Bug Fixes
Quota summaries now prioritize a critical credits window when the regular headline window is not critical. When both are critical, the regular headline remains; non-critical credits do not displace it.
The quota summary now considers critical credits when selecting a headline. Tests cover exhausted credits, cases where both credits and a weekly window are critical, and non-critical credits.

Summary

pickHeadline selects the first measured non-credit window in HEADLINE_ORDER, or the first measured non-credit window if no ordered match exists. Critical credits take precedence unless the regular headline is also critical. Tests cover exhausted credits, jointly critical credits and weekly usage, and credits at 50%.
The headline change has a narrow custom-window labeling edge case and lacks the required user documentation. These are bounded issues; ordinary quota headline selection is supported by the supplied evidence.

Cover critical credits below 100% in the precedence test.
The precedence test only checks credits at 100%. The implementation in pickHeadline (gui/src/quota-summary.ts) selects critical credits at 90% or above, unless the recurring window is also critical. Narrowing that condition to credits.percent === 100 would still pass every assertion. The 91% credits-only case resolves through the measured[0] fallback, so it does not catch this change either.
Add a row with credits at 90% and a warning-level weekly window. Under the current rule, the headline is the credits window. A narrowed rule would select the weekly window and fail the test.

A provider-reported custom window whose label is quotaSummary.credits takes the credits role in pickHeadline. This applies when the window has no modelId, its percent is at least 90, and the account has no real credit balance. The custom window then replaces the weekly headline. Both the credit lookup and the fallback use window.id, so they match the custom window too. Match on labelKey instead, because only the real credits window sets it.

Document the new headline precedence in docs-site/.
This PR changes which quota window the dashboard headline shows. When credits are critical and no recurring window is critical, the headline now shows credits. The PR does not change any docs-site/ file, so users have no documentation of this behavior.
