Bump to cargo 0.100

cargo::core is gone; its contents were flattened into the sibling
top-level modules compiler, context, workspace and friends. Follow the
moves for compiler, profiles, gc, the workspace types, WarningHandling
and the embedded-manifest parser.

Cargo also grew a util::data_structures module aliasing rustc_hash's
FxHashMap/FxHashSet, so bcx.extra_compiler_args is no longer a
std::collections::HashMap. set_deps_args takes cargo's type now; the
std HashMap stays for the unrelated maps in the same file.

Nothing in the test suite reaches compile_with_exec, so that signature
change is only exercised by the real build path.
