[Backend] Rewrite runtime matching to the v1.3 selection rules - #56
Plan Phase 1.4: runtime matching is rewritten as backend/internal/runtimeselect/, implementing OME's documented v1.3 selection rules, and exposed as POST /api/v1/runtimes/explain. internal/services/runtime_intelligence.go is deleted; the endpoints the deploy page still uses (/runtimes/compatible, /recommend, /:name/compatibility, /validate) are thin wrappers over the new package with their response shapes kept.
Rules, from the OME docs under reference/matching/ (each worked example is a test case): case-sensitive format and framework names; a version on one side only never matches; Equal (default), GreaterThan, GreaterThanOrEqual with the runtime's version as the bound and suffixed versions matching only on equality; architecture or quantization on one side only is a mismatch; every requested accelerator class must be in the runtime's acceleratorRequirements.acceleratorClasses; deployment mode from spec.deploymentMode and the component annotation; modelSizeRange bounds with M|B|T suffixes, unparsable values read as 0; score = max over autoSelect entries of (formatWeight + frameworkWeight) × priority with 0 meaning 10/5; namespaced before cluster runtimes, ties by size distance then name; disabled runtimes never selected. Inheritance (ome.io/inherit-from, depth 5, cycle detection, namespaced-then-cluster parent lookup) is resolved for a named runtime; auto-selection ranks unmerged specs like OME and kubectl.
POST /api/v1/runtimes/explain body: {namespace, model: <BaseModel spec> | {name, kind}, acceleratorClasses?, deploymentMode?}; response {items: [{runtime: {name, kind, namespace}, compatible, autoSelect, score, reasons[], exclusion?}]}, auto-selectable runtimes first in OME order, then compatible-but-named-only, then excluded ones with their exclusion. The README documents it.
Why we need it
The old matcher knew only format and framework names, scored on a scale OME does not use, and could not say why a runtime was excluded. The deploy form rewrite ranks runtimes with this endpoint and shows the reasons.
Deviations worth a look
The legacy endpoints receive only format and framework names, so they match on names alone (entry versions, architecture and quantization stripped) to stay useful until the deploy page moves to explain; scores there are now OME scores (2, 6, 15...), which the current page renders with a % sign until it is rewritten.
Scoring follows the docs' "versions included" wording: an entry with a version on one side only scores 0, where OME's scorer is more lenient. Corner case; the docs were taken as authoritative.
explain's deploymentMode is applied to the engine; a decoder mode is only compared when an InferenceService has a decoder, which the request does not describe.
/runtimes/validate lints against the selection rules instead of demanding a top-level containers list, which v1.3 runtimes do not have.
How to test
cd backend && go vet ./... && go test -race -short ./... pass (runtimeselect: 1,220 lines of table tests covering every table and example in the five matching docs; handlers/runtimes_test.go runs the worked example through the routes with the fake clients).
Against a cluster: curl -X POST localhost:8080/api/v1/runtimes/explain -d '{"namespace":"team-a","model":{"name":"llama-3-3-70b","kind":"ClusterBaseModel"}}' lists the same auto-selectable runtimes in the same order as kubectl ome runtime explain.

Summary by CodeRabbit
New Features
Added an endpoint that explains runtime compatibility, rankings, scores, and exclusion reasons for a model.
Runtime recommendations now consider model requirements, deployment modes, accelerator classes, size ranges, and inherited runtime specifications.
Bug Fixes
Compatibility checks now match format and framework names; named-runtime checks also resolve inherited specifications.
Configuration validation reports missing specifications and provides errors and warnings.
Documentation
Updated API documentation for the explain and compatibility endpoints and clarified matching behavior.
No actionable comments were generated in the recent review.

Selection data and inheritance backend/internal/runtimeselect/types.go, backend/internal/runtimeselect/decode.go, backend/internal/runtimeselect/inherit.go, backend/internal/runtimeselect/*_test.go
Adds runtime and model data types, unstructured-object decoders, and inheritance resolution that merges runtime specs and reports lookup or chain errors.
Adds runtime matching, deployment-mode and accelerator filtering, version and size handling, scoring, and configuration validation, with tests for these rules.
Candidate evaluation and ranking backend/internal/runtimeselect/rank.go, backend/internal/runtimeselect/rank_test.go
Adds candidate evaluation and ranking by selection tier, runtime kind, score, size distance, name, and namespace.
Moves existing runtime endpoints to local matching and validation logic, updates no-compatible-runtime error handling, removes the previous intelligence service, and documents API behavior.

Explanation
The title "[Backend] Rewrite runtime matching to the v1.3 selection rules" matches the main change. The PR replaces the runtime matching logic with a new runtimeselect package that implements OME's v1.3 selection rules, and it adds the explain endpoint. The title is specific and concise. It does not mention the new explain endpoint or the removal of runtime_intelligence.go, but the PR objectives treat those as supporting changes.
