[Core] Project placement in the offline renderer - #1248
Adds kubectl ome runtime project-placement [SERVICE] --member MEMBER.
It reads hub InferenceServices and the complete WorkloadCluster inventory,
applies the hub CRD's defaults and validation, and calls ProjectSplitReplicas.
The output is a CLI-owned PlacementProjection that runtime render -f
can read directly.
Engine-only and engine/decoder/router sources use the existing controller math.
Zero allocations produce an empty list. Invalid plans and duplicate inputs
produce no partial output. Server metadata and status do not enter the output.
Projection accepts integer weights with split.maxPerCluster, and the *Replicas: {min, max} form. It uses strict placement-field decoding and
Kubernetes' CRD schema validator so removed fields and invalid component caps
cannot be silently ignored.
Generated items omit the hub's placement and routing directives. When runtime render -f consumes a projection, it validates each item against the
member CRD and shared placement rules before resolving runtimes.
Why we need it
#1247 exposed the existing offline projection helper.
The renderer still takes fleet-wide source bounds directly to the runtime merge.
A placement preview needs each member's share first.
Keeping projection and runtime rendering separate lets a caller use the hub's
OME revision for allocation and the member's revision for runtime merging.
The new command and input format extend the public renderer proposal.
Controller behavior and served APIs are unchanged.
go test ./pkg/cli/cmd/runtime ./cmd/kubectl-ome -count=1.
go build -o /tmp/kubectl-ome-placement-render ./cmd/kubectl-ome.
Built-binary projection followed by runtime rendering, with YAML and JSON
projections and no kubeconfig: a 60 engine / 40 decoder / 3 router source
split with weights 2:1 yields 40 engine / 27 decoder / 2 router replicas.
Tests cover the generated CRD, namespace filling and ordering, server metadata
independence, zero allocations, router shortages, unsupported modes, duplicate
registrations, strict registration decoding, and malformed projection envelopes.
Additional cases cover independent minimum/maximum ratios, per-component ratios
and caps, and rejection of removed scalar weight, maxReplicasPerCluster, and
zero caps. The three rejection cases failed before the validation fix and pass
after it.

New Features
Added ome runtime project-placement to calculate member-specific replica bounds from hub service definitions, cluster inventory, and a CRD schema without contacting an API.
Projection output can be passed to runtime render -f, which applies member-specific defaults and validation.
Supports weighted allocation and per-component replica bounds; services with no allocation are omitted.
Invalid or duplicate inputs, unsupported placement settings, and malformed projections are rejected without partial output.
Expanded projection inputs are tested for removed fields, mixed weight forms,
member-schema limits, and per-document validation in mixed input files.
Project static Split sources with the existing controller planner,
then feed each member source into runtime rendering.
Keep both stages offline so callers can use the hub revision for
placement and the member revision for runtime merging.

Check placement fields strictly before the custom decoder runs and
validate defaulted sources against the supplied CRD schema.
Reject removed weight and cap fields, and nonpositive component caps,
instead of silently changing the desired replica bounds. Keep all
allocation and ratio calculations in the controller.

The CLI adds runtime project-placement to calculate member-specific replica bounds from hub files. It emits a PlacementProjection that runtime render -f can consume for member-specific defaulting, validation, and runtime resolution.

The new command reads InferenceServices and WorkloadClusters, validates placement inputs against the supplied CRD, and projects Split replica bounds for a required member. It sorts services, omits sources with no allocation, and returns errors without writing partial output. Tests cover projection results, supported weight forms, invalid inputs, and the absence of API client calls.

Runtime rendering expands projection envelopes, applies CRD defaults, and validates projected InferenceServices. Empty projections render an empty list. Malformed envelopes and invalid projected items are rejected. Tests cover rendering projected services and rejecting malformed or invalid inputs.

The title "[Core] Project placement in the offline renderer" matches the main change. The PR adds the kubectl ome runtime project-placement command, which projects Split placement into per-member replica bounds for the offline renderer. The title is specific and short. It does not name the new command, but it still identifies the primary change.

Validate expanded projection items against the member CRD, strict
placement fields, and the shared placement rules before runtime merging.
Keep validation scoped to each projection document.
Omit hub placement and routing directives from produced serving inputs
so member API revisions can validate them independently. Add regressions
for malformed fields, mixed weights, member schema limits, and mixed
ordinary/projection inputs.
