Require pyTooling 10.0.0 and adapt to it - #49

pyTooling v10.0.0 is released; the requirement and the build requirement name the release instead of a release candidate: 'pyTooling >= 10.0.0, < 11.0'. Co-Authored-By: Patrick Lehmann <Paebbels@gmail.com>
pyTooling v10 moves `pyTooling.GenericPath.URL` to the new package `pyTooling.URI` (pyTooling/pyTooling#662), without an alias. The imports and the cross-references in the doc-strings name `pyTooling.URI`; the import columns are re-aligned. Co-Authored-By: Patrick Lehmann <Paebbels@gmail.com>
pyTooling 10 renamed Trace.WriteJSONFile() to WriteOTLPJSONFile(); 'pipeline --trace-file' raised AttributeError. Same change as pyTooling.GitHub#8. Co-Authored-By: Patrick Lehmann <Paebbels@gmail.com>
