Add a scanner option for controlling the behavior when get_unscanned() is called at a previously-unreached EOF #38

To preserve old behavior, when get_unscanned() is called at EOF but no previous call hit EOF, it returns an empty string. Add a scanner option (allow_empty_body=True?) for controlling this behavior in .get_unscanned() and .scan().
