Rust stack 0.2.0

Adds an optional OpenTelemetry Collector, disabled by default. When enabled, the application gets the standard OpenTelemetry SDK variables pointing at it, and it forwards traces, metrics and logs to the upstream endpoint set in its settings, such as the public domain of a Grafana Tempo app. Its port stays private to the app.
