integrate incremental compilation

Instead of rerunning the compiler each time, keep the compiler running continuously with zig build-exe --listen=-. This will communicate over the compiler's internal protocol to trigger updates and receive compile errors. This can then be used to enable -fincremental for near instant recompiles.

This relies on the self hosted wasm backend to reliably support incremental compilation which I have not tested.
